A belt should always be worn if the pants have belt loops. If the pants has no belt loops than it should either have buttons on the inside of the waistband to connect suspenders, or specially placed systems with a copple of buttons to adjust the size of the waistband. The belt should preferably be in a similar shade of color to match the shoes. Avoid shiny buckles or those with large logos on them.
